Preheat the oven to 356 °F (180 °C).
In a bowl, place 4 eggs, condensed milk, evaporated milk, vanilla extract and beat until well blended. Set aside.
To make the chocolate cake, add the sugar and 3 eggs. Beat until combined.
Add the oil and continue beating.
In another bowl, mix the dry ingredients: flour, baking powder and cocoa powder.
Add gradually to the mixture, with a spatula and moving in a side-to-side motion until you have a homogeneous mixture. Set aside.
In a cake pan, place a little dulce de leche on the base, then add the chocolate sponge cake mixture.
Next, add the flan mixture on top of the cake batter.
Cover with aluminum foil and bake in a bain-marie (place the cake pan on a tray filled with water) for about 50 minutes.
To check if it is ready, prick with a toothpick and it should come out dry. Remove from the oven and let cool.
Carefully remove from the pan and serve. Optional: You can pour a little dulce de leche on top.
